Kelly is serving her second term as Alderman. She is a lifelong resident of Maryland and has lived in the City of Frederick since 1983. She is a graduate of the 25th Frederick Police Academy and served for 22 years with the Frederick Police Department. She retired at the rank of Lieutenant, as commander of the Human Resources Division, in June of 2005.
After retirement, Alderman Russell received Mayoral appointments to serve on the city's Neighborhood Advisory Council (NAC) and the Zoning Board of Appeals. She also returned to the City to serve FPD for three more years as the Special Vehicle Coordinator, overseeing a myriad of duties including taxicab licensing and inspection.
Now the President Pro Tem of the Board of Aldermen, she serves on Planning Commission, Bicycle and Pedestrian Advisory Committee (BPAC), Sustainability Committee, Taxicab Commission (Chair), Frederick Area Committee for Transportation (FACT), Transportation Services Advisory Council (TSAC), Downtown Frederick Partnership, ad hoc Watershed Committee, and on MWCOG’s Transportation Planning Board.
She is the owner and steward of a historic home in the College Park neighborhood of the city. She enjoys working in her yard and gardens, and on home restoration projects.
